Tabuk City, Kalinga – Recently William Owek, Market Supervisor IV in Tabuk City, expressed withdrawal of support to Mayor Darwin Estrañero which stirred discussions on stories behind the statement of Owek and the rumors floating that he was reassigned due to a complaint about his work and that it was not politically motivated as Owek claimed.
On the one hand, there indeed is a petition lodged against Owek in October 2021 submitted to the Office of Mayor Darwin Estrañero, “PETITION TAPNO MAIYAKAR KEN MASUKATAN NI DAGUPAN PUBLIC MARKET ADMINISTRATOR WILLIAM OWEK,” by about 20 people.
In the petition, Owek was accused of alleged use of vulgar words when dealing with clients. Second, he was claimed to be favoring other stall owners over the petitioners. Third, the petitioner branded him as a dictator, who didn’t follow rules and regulations in the Market.
On the other hand, Owek said he was not given due process. He added he was not even given a copy of the complaint or was given the chance to face the complainants and defend himself.
“Actually, saan ko naawat diay kopya ti petition. Ti immuna nga na-receive ko ket diay transfer order. Awan pay time ko nga agsagana ta October 28 diay ket end of the month. Impabiruk ko pay diay kopya ti petition isunga awan ti receiving copyk,” said Owek in a phone interview.
Upon learning the transfer and the issue about Owek, the stall owners the Dagupan Public Market who did not believe the allegations against him wrote a statement of support which they submitted to the mayor. There were 75 stall owners who signed the request to retain Owek.
In their request, they wrote that Owek was never seen negligent of his work as a Market Administrator and that they understand his responsibility of keeping the market organized.
Nevertheless, the request was not heard, and Owek on October 28, 2021, received his reassignment to the Real Property Tax Division of the Treasury Office.
Owek said that this thing never happened to him in the last 16 years of being a Market Administrator. It only happened when his relative Dr. Joyce Omengan declared her intent to run as a Mayor of Tabuk City.
In his claim, he said they could have at least made an investigation and showed the results of the investigation to him so that due process of his case was followed before they reassigned him.
The camp of Estrañero has been reached for comment on the issue.
