yApayao PSA employee conferred National Service Excellence award


Apayao, Philippines – An employee of the Philippine Statistics Authority – Apayao is one of this year’s Program on Awards and Incentives for Service Excellence (PRAISE) national awardees.


PRAISE was established to recognize top-performing and hardworking officials and employees for their ideas, innovations, superior accomplishments, and personal efforts that contribute to the efficiency, economy, and improvement of PSA operations.

PSA Apayao’s Senior Statistical Specialist, Chowen Jay P. Arellano received said citation from National Statistician and Civil Registrar General Claire Dennis Mapa and PSA Cordillera Regional Director Villafe Alibuyog in a ceremony held in Quezon City on Sept. 12, 2023.


Arellano, 36 is one of the 27 national awardees. He was nominated by the PSA – Cordillera for the national Career and Self-Development Incentive award after besting 51 nominees.


In an interview with Guru Press Cordillera, Arellano explained that his road to being acknowledged at the national level was an outcome of his 7-year work in PSA as a passionate and dedicated servant.


In 2020, he was the focal person of the 2020 Census of Population of Households (CPH) in the Province of Apayao, where he performed successfully amidst the threat of the COVID-19 pandemic. The data acquired in the CPH have been frequently used for developmental planning by numerous entities and agencies nationwide.

He likewise pursued his academic studies at his own expense, obtaining both his Master of Public Administration major in Project Development and Administration and his Doctorate degree in Education major in Educational Management.


Despite being immersed in work for years with a wide range of responsibilities, he has been able to successfully pursue his continuing education without compromising his duties in the workplace.


"I believe it is necessary to pursue one's education for professional and personal growth, so we can serve our clients better; it is one way of giving back to the government," Arellano explained.


With his 7 years of service in PSA, Arellano has obtained various certificates from trainings he has attended, all of which contribute to his increased knowledge and skills in performing his tasks.


Meanwhile, Arellano said he dedicates his award for service excellence to his colleagues, family, and PSA stakeholders.
