yKalinga coast guard who died after WASAR laid to rest


Tabuk City, Kalinga – Coast Guard Apprentice Seaman Mori Caguay who died days after Water Search and Rescue (WASAR) training in Cavite was laid to rest in Tabuk City on November 25, 2023.


Caguay was buried in Suyang following the mass held for him in Bulanao this Saturday.

The new Coast Guard personnel was earlier declared brain dead and was comatose at the hospital after a WASAR training on November 16 in Cavite.


He passed away at the hospital at 8:14 p.m. on November 20. His body was brought home to Tabuk the following day.


Caguay’s family, friends, and tribe have since asked for justice saying that the autopsy showed he died of drowning(longtime oxygen deprivation).


The family described that he was a good swimmer and that he often crossed two barangays by swimming. He likewise conditioned his lungs underwater, practicing daily in preparation for the WASAR training.


“He has allegedly finished his performance but was asked to stay and subjected again to water survival tests. He was then definitely exhausted and needed to rest. Let this video speak for itself,” the family asserted.

PCG Statement


In an earlier statement, the Philippine Coast Guard who condoled with the family cited that Caguay was ‘swimming towards a rubber boat, but after a minute, the training staff noticed he was unresponsive’. They wrote that a rescue operation and basic life support were performed but he was unresponsive after three minutes. He was rushed to the nearest hospital and arrived around 8:05 p.m. on November 16.


The PCG added that involved personnel in the incident if proven guilty, will be punished through the Coast Guard's prevailing laws and regulations.


“PCG Commandant, CG Admiral Ronnie Gil L Gavan, has assured the family that the investigation will be conducted with utmost neutrality to identify the aspects of the WASAR training that need to be improved,” they wrote.
